Commercial Motor Vehicle Safety & Enforcement Initiatives: Douglas J Leamon, Manager of Motor Vehicle Inspections, Training & Outreach with the Nova Scotia Department of Public Works, will kick things off by taking attendees through the various initiatives in place by the department and on the horizon to improve commercial motor vehicle safety and compliance in the province of Nova Scotia.

Mandatory Entry Level Training: In the fall of 2023 Nova Scotia announced they planned to move forward with Mandatory Entry Level Training in 2024. In person consultations were held in the fall, and a public consultation portal was opened for feedback. PMTC and THRSCA attended these meetings, and provided written feedback prior to the closing of consultations in December of 2023. Department of Public Works will have an official onsite to bring attendee’s up to date on where MELT is with in the Province & when we can expect the regulation to take effect.

Join Heather Fry, the director of Industry Training with Truckers Against Trafficking (TAT), as she shares tips and case studies from PMTC members partnering with TAT in the battle against this crime. In the past 15 years, members of the transportation industry have proven effective as front-line responders throughout North America in recognizing and reporting the signs of human trafficking. Tips from truckers alone have helped to identify countless victims of trafficking, thanks to knowing what to look for, whether they’re at truck stops, rest areas, hotels/motels, in their own communities or at other locations. Heather will be joined by Jim Dimech, Director of Distribution, Merchant & On site gases for Linde Canada, & Matt Richardson, Vice President at KRTS Transportation Specialists Inc. Linde was the first company in Canada to be TAT trained. Jim will discuss why they became TAT trained, and the effect it had on the morale of their workforce. KRTS was one of the first schools in Canada to incorporate TAT training into their commercial truck driver entry level training program. On July 11th Transport Canada opened a Medium & Heavy Duty Vehicle Incentive program that will provide a total of $547.5 million of incentives over 4 years, up to a maximum of $100,000.00 per vehicle. There are also federal and provincial funding programs for infrastructure. This presentation provides an overview of a new cognitive road test developed by the Traffic Injury Research Foundation (TIRF) for the Ministry of Transportation in Ontario, Canada (MTO). TIRF developed and evaluated the Enhanced Road Test (ERT) in 2016 to assess a driver’s cognitive fitness to drive. It was designed to flag individuals for potential cognitive impairment and help distinguish between those drivers fit to drive and those not fit to drive. The presentation summarizes research evidence on fitness to drive and cognitive impairment, describes the different components of the ERT, discusses key findings from this study, and reviews conclusions as well as next steps for drivers, employers and owner operators.
